Barbara James, Executive Director bjames@wacasa.org Joining this year, Barbara oversees the vision, leadership and development of Washington State CASA. She is directly involved in organizational, board and staff development, fundraising, public outreach, and advocacy. Before coming to WaCASA, Barbara spent over twenty years gaining experience in public and private entities involved in social and children’s services, healthcare, special event planning and sales. Her first introduction to CASA was raising money for the Orangewood Children’s Foundation. It was there that her passion for the foster children in Orange County, California became a lifelong dedication to help the lives of children who have been abused. Barbara’s educational background and professional associations reflect her leadership experience in nonprofit work. She completed the University of California, Irvine’s Fund Raising Certificate Program and the Fieldstone Foundation’s: Emerging Leaders Learning Group. She hold a double major Bachelor of Arts degree in English and business management from Christian Brothers University, Memphis, Tennessee. She is a member of Tacoma 8 Rotary, the Rainier Club, and Executive Alliance, a group of nonprofit executives based in Seattle. Barbara is the devoted mother to two daughters, Charlotte and Lilly Ann, and wife to Allan. In her spare time, she enjoys cheering on her “girlies” at baseball, soccer, and musical performances, delights in her husband’s culinary wizardry and spending quiet time with her dog Toby. |

Joan Bieker, Office Manager Joan is responsible for keeping the WaCASA office running smoothly. She assists the staff with various projects, handles inquiries from potential volunteers and keeps the office organized. Joan is a lifelong resident of Washington State. She is a graduate of Western Washington University where she earned a BA in Psychology and an Elementary Teaching Certificate. |

Julie Delano, Director of Development jdelano@wacasa.org Julie Delano has over 20 years of Fund Development experience in the Greater Seattle Area. With a passion for children, she is thrilled to be the Director of Development at Washington State CASA. She is directly involved in individual giving, major gifts, corporate giving, events, and marketing. Julie’s fund development practice has enabled her to gain experience in both social and children’s services, working with both adults and children with disabilities and illnesses, as well as medical research. She has a Bachelors degree in Communications and minored in Theatre. She serves as the President of the Board for Executive Women International (EWI) and is a member of Association of Fundraising Professionals. Julie enjoys travel, photography, and spending time with her two French Bulldogs; Stella and Jojo.

Kate Kenney, Training Manager Kate Kenney has been with CASA since 1997, beginning in Orange County, CA. After relocating to Bakersfield California in 2005, Kate joined Kern County CASA as the Volunteer Recruiter/Trainer where she recruited and trained over 450 Court Appointed Special Advocates.
